Appropriates $20,000,000 to the Oregon Health Authority for the nonfederal share of the Oregon Essential Workforce Health Care Program for the 2025-2027 biennium

Allocates $2,500,000 to OHA for the Oregon CareWorks Supplemental Payment Program and $2,500,000 for reimbursements to hospitals participating in labor-management training trusts

Provides $9,500,000 to OHA for incentive payments to federally qualified health centers and $15,000,000 for clinical education reimbursements at hospitals

Appropriates $10,000,000 to the Department of Human Services for clinical education reimbursements in long term care and residential care facilities

Declares an emergency, making the act effective immediately upon passage
