Amends ORS 366.506 to require the Oregon Department of Administrative Services to automatically decrease weight-mile tax rates by rule if the biennial highway cost allocation study shows heavy vehicles are paying more than their fair share and the Legislature fails to act within 120 days

Requires DAS to decrease vehicle fuel tax rates (under ORS 319.020 and 319.530) by rule if the study shows light vehicles are paying more than their fair share and the Legislature does not correct the imbalance within 120 days

Tax rate decreases would be triggered on or after September 1 of each odd-numbered year when the equity ratio for a vehicle class exceeds one and no legislative correction has been enacted

DAS must repeal any administrative rule decreasing tax rates if the Legislature subsequently adjusts revenue sources to restore equity between vehicle classes

Takes effect on the 91st day following adjournment sine die of the 2025 regular legislative session
