Expands the definition of "private security entity" to include any person that recruits, solicits, supplies, or employs private security providers for pay on behalf of another person or employer, as well as subcontractors performing these activities

Replaces the previous narrower definition that only covered businesses employing private security providers or contracting with licensed entities

Excludes special campus security providers commissioned under ORS 352.118 and private security providers at higher education institutions regulated under ORS 181A.972 from the expanded definition

Declares an emergency, making the act effective immediately upon passage rather than the standard 91-day waiting period
