Authorizes the Housing and Community Services Department to award grants to housing authorities, community action agencies, culturally specific organizations, and nonprofits to assist tenants displaced when publicly supported housing loses its affordability restrictions

Establishes the Expiring Affordable Housing Tenant Support Fund in the State Treasury and appropriates $6,000,000 from the General Fund for the 2025-2027 biennium

Limits grant awards to no more than three times the total monthly rent charged while affordability restrictions were in place, plus administrative costs; each applicant may receive only one grant per affected housing property

Allows tenants to use financial assistance for increased rent if staying, or for moving costs, first month's rent, security deposits, utility connections, and housing navigation services if relocating

Requires grant recipients to report spending outcomes and return unspent funds within five years; declares an emergency with an effective date of July 1, 2025
