Oregon Department of Education must develop and implement a standardized method for school districts, education service districts, and ODE to electronically create, collect, use, maintain, disclose, transfer, and access student data across multiple platforms

Required data types include student names and state IDs, demographics, statewide assessments, course completion, education records, individualized education programs (IEPs), Section 504 plans, daily attendance, disciplinary removals, and medical alerts

A technical advisory committee of approximately 25 members—including representatives from teacher organizations, school nurses, special education experts, school boards, and the Oregon Youth Authority—must be appointed by September 1, 2025 to guide development and implementation

School districts and education service districts must fully implement the method by the later of when ODE enters a standardized data-sharing contract or when their existing student information system contract expires

Declared an emergency, effective immediately upon passage, with statutory amendments and repeal of ORS 326.580 becoming operative July 1, 2027
