Oregon Department of Administrative Services must develop an implementation plan for statewide collective bargaining for licensed educators employed in school districts and education service districts

Two-tier bargaining structure proposed: a "central table" team to negotiate statewide salary and benefits, and "local table" teams to negotiate other employment terms at the district level

Advisory group required with representatives from Department of Education, Oregon Education Association, School Boards Association, Governor's office, legislative parties, and other education and labor stakeholders

Progress report due December 1, 2026; draft report due December 1, 2027; final report with legislative recommendations due December 1, 2028, with goal of implementing statewide bargaining by July 1, 2029

Act takes effect 91 days after session adjournment and is repealed January 2, 2030
