Five Oregon agencies (Higher Education Coordinating Commission, Department of Education, Teacher Standards and Practices Commission, Department of Early Learning and Care, and Educator Advancement Council) must jointly develop a 3-to-5-year strategic plan to align and strengthen the educator workforce

Strategic plan must include vision, mission, priorities, goals, timelines, progress indicators, and recommendations to align all nontraditional pathways to educator licensure, including grow your own and apprenticeship programs

Strategic plan must be updated by June 30 at least once every five years

Agencies must include progress analysis in biennial reports required under the Educators Equity Act (ORS 342.448), beginning with the 2026 report
