Substitute teachers who worked at least half-time at common school districts, union high school districts, or education service districts during the previous school year become eligible to enroll in Oregon Educators Benefit Board (OEBB) health benefit plans

Substitute teachers must pay 10% of insurance premiums, while their chosen "home district" pays the remaining 90% and administers the plan, with the district receiving full reimbursement from OEBB

Establishes the Substitute Teacher Insurance Fund in the State Treasury to reimburse districts for premium costs, with a General Fund appropriation for the 2025-2027 biennium (amount unspecified)

Districts that currently provide health benefits to substitute teachers ineligible for OEBB plans must maintain those legacy benefits and cannot increase eligibility requirements
