Department of Education must contract with a third-party provider experienced in online educator training to develop and offer annual professional development modules for all Oregon substitute teachers

Required training topics include technology and educational tools, classroom and behavior management, special education, equity/diversity/inclusion, and trauma-informed practices

Modules must be tailored to substitute teachers' experience levels: 0-3 years, 4-8 years, and 9+ years of classroom experience

Department must reimburse substitute teachers for the cost of participating in the professional development modules

Department must submit a report to legislative education committees by September 15, 2026, covering participation numbers and quality assessments; reporting requirement sunsets January 2, 2027
