Department of Education must contract with a third party to develop annual online professional development modules for substitute teachers covering technology, classroom management, special education, equity/diversity, and trauma-informed practices, with costs reimbursed to participating teachers.

Teacher Standards and Practices Commission must establish by rule a substitute teaching license and a restricted substitute teaching license, including an expedited pathway for restricted license holders to obtain full substitute teaching licenses.

Substitute teachers who worked at least half-time during the previous school year become eligible for Oregon Educators Benefit Board health plans, paying 10% of premiums while their chosen home district pays the remaining 90% (reimbursed by the state through a new Substitute Teacher Insurance Fund).

Office of Substitute Teachers established within the Department of Education to develop best practices and provide resources to school districts for recruiting, retaining, and supporting substitute teachers.

Effective July 1, 2025, as an emergency measure; requires reports to legislative committees by September 2026 on professional development implementation and by December 2025 on licensing changes.
