School districts and education service districts must conduct a cost analysis under ORS 279B.030 before extending, renewing, or entering new contracts with third parties for substitute teacher services

District boards must publish on their websites the current contract, proposed contract, and cost analysis before finalizing substitute teacher service contracts, and post final contracts after approval

Boards must address substitute teacher contracts as an agenda item at their next regular meeting and provide public notice and opportunity to testify

Districts must submit contracts and cost analyses to the Department of Education by June 30 each year; the Department must report to legislative committees by September 15 annually with implementation updates and potential legislative recommendations

Requirements become operative January 1, 2026, with the Act taking effect on the 91st day following adjournment of the 2025 legislative session
