Transfers from the Teacher Standards and Practices Commission (TSPC) to the Department of Education (ODE) the duties of issuing teaching, administrative, and personnel service licenses; public charter school teacher and administrator registrations; and school nurse certifications, along with related investigations

TSPC retains authority over rulemaking, setting licensure standards, and overseeing disciplinary proceedings against licensees, while ODE provides staff support to the commission

Establishes a new Teacher Licensure Account in the State Treasury for fees collected under the licensure system, replacing the former TSPC account

Requires ODE to establish requirements for educator preparation programs for career and technical education teachers with trade or industry experience, in consultation with relevant stakeholders

Declares an emergency with the substantive changes becoming operative on July 1, 2026, with a progress report on the transfer required by September 15, 2025
