Veterinarians are prohibited from requiring pet owners to surrender their animals as a condition for non-payment of veterinary treatment costs

Veterinarians cannot require owners to leave their animals at the clinic after treatment is completed solely because the bill remains unpaid

Overrides any existing state law or common law provisions that may have previously allowed veterinarians to retain animals for unpaid services
