Requires the Governor to certify to the U.S. Secretary of Commerce that any proposed national marine sanctuary located partially or entirely within Oregon's seaward boundary is unacceptable

Legislative Assembly confirmation is required before Oregon can accept a national marine sanctuary designation

Confirmation must be made by joint resolution of the Legislative Assembly in session at the time of designation notice or during the next regular or special session

All terms of the national marine sanctuary must be deemed acceptable by the legislature before the Governor can approve the designation
