Department of Human Services must study disclosure requirements for long term care facility owners and operators under state and federal law, and update its website to publish plain-language information about licenses, owners, operators, financial reports, violations, and quality metrics

Department must study feasibility of creating an online portal to collect licensure materials and reports directly from long term care facilities and share information publicly while complying with privacy laws

Long term care facilities must submit an application to DHS for approval before changing owners or operators, and notify residents or their legal representatives at least 30 days before the change takes effect

Department must report findings and recommendations to legislative health committees by December 31, 2025

Study requirements sunset on January 2, 2027; declared an emergency effective upon passage
