OR SB369

Prohibits the Governor and 16 specified state agencies from taking any measures to reduce greenhouse gas emissions in Oregon unless explicitly authorized by the Legislative Assembly through new legislation enacted after this Act's effective date

Requires all listed agencies to reverse any actions, repeal any rules, and undo any policies that were implemented under Executive Order 20-04, rendering that executive order null and void

Affected agencies include the Department of Environmental Quality, Department of Energy, Department of Transportation, Public Utility Commission, Oregon Climate Action Commission, and Oregon Health Authority, among others

Creates an exception for actions expressly required by federal law

Takes effect on the 91st day following adjournment of the 2025 regular legislative session
