Prohibits public bodies, businesses contracting with the state, and private companies from requiring any person to receive experimental medical interventions, vaccinations, or immunity passports

Bans discrimination based on vaccination status, immunity status, refusal to wear face coverings, or exercise of rights to commerce, religion, speech, assembly, or protest during a pandemic

Requires parental or guardian consent before minors or incapacitated persons can receive experimental medical interventions or vaccinations, overriding existing ORS 109.640 provisions

Authorizes contract termination and revocation of business licenses, permits, and accreditation for entities that violate these provisions

Declares an emergency, making the act effective immediately upon passage
