Oregon Health Policy Board must submit a comprehensive report by December 31, 2026 evaluating the success of the Oregon Integrated and Coordinated Health Care Delivery System since 2012, including analysis of costs, health outcomes, and reduction in health disparities

Board membership requirements expanded to include at least one member with expertise in health care delivery and payment methodologies, one with behavioral health expertise, one primary care physician, and one public health expert addressing social determinants of health

Director of Oregon Health Authority becomes a nonvoting ex officio member of the board, and the Governor must consult with the board when appointing the Authority director

Board oversight responsibilities expanded to include review of Oregon Health Authority rulemaking, Medicaid compliance, coordinated care organization contracts, waiver submissions, and Health Care Cost Growth Target program administration

Health Evidence Review Commission transferred from Oregon Health Authority to Oregon Health Policy Board oversight, and the board must now submit its own agency request budget to the Department of Administrative Services
