Moves Oregon's primary election date from the third Tuesday in May to the first Tuesday in March during presidential election years when a President and Vice President are to be nominated and elected

Adds the first Tuesday in March as an allowable election date for city measures, county measures, district elections, Legislative Assembly-called elections, and court-ordered special elections on contested measures

Changes the "second Tuesday in March" election date reference to "first Tuesday in March" across multiple statutes governing city, county, district, and legislative elections

Amends seven Oregon Revised Statutes: ORS 171.185, 203.085, 221.230, 254.056, 255.185, 255.345, and 258.075

Retains existing election dates of the third Tuesday in May, fourth Tuesday in August, and the first Tuesday after the first Monday in November for various election types
