All fees, assessments, and charges collected from state greenhouse gas reduction programs must be transferred to the State Highway Fund for highway purposes

Agencies administering greenhouse gas reduction programs must make quarterly transfers of collected revenues to the State Highway Fund

The Governor's budget must include estimates of amounts to be transferred each biennium and recommendations for alternative revenue sources to replace redirected funds

Applies to any program or policy administered by executive department agencies for the purpose of reducing greenhouse gas emissions

Declared an emergency measure, effective immediately upon passage
