Increases the poverty weight for State School Fund distributions from 0.25 to 0.5 for each student in average daily membership who is in a poverty family, doubling the additional funding schools receive for these students

Separates the poverty weight calculation from foster children and children in facilities for neglected/delinquent youth, which retain a 0.25 weight multiplier

Applies the new poverty weights to Student Investment Account grants and education service district funding distributions

Requires public charter schools to use the same poverty percentage as their host school district when calculating weighted average daily membership

Declares an emergency with an effective date of July 1, 2025, applying to State School Fund distributions beginning with the 2025-2026 school year
