Ballots returned by mail must be received by the county clerk by 8 p.m. on election day to be counted, eliminating the current 7-day grace period for ballots postmarked by election day

Removes provisions allowing ballots with a postal indicator (postmark) dated on or before election day to be counted if received within 7 days after the election

Eliminates the requirement for county clerks to forward ballots received for electors residing in different counties within 8 days after the election

Removes return envelope notices requiring electors to attest under penalty of perjury that the ballot was mailed by election day, and removes related penalty summaries

Applies to all elections held on or after the effective date, including ballots from military and overseas voters
