State Board of Forestry must convey state forest lands to a county when the county's board of commissioners determines the transfer would secure the greatest permanent value to the county and requests the conveyance

Common School Forest Lands and lands described in ORS 530.450 are excluded from eligible transfers

Conveyed lands remain subject to existing state encumbrances, covenants, easements, and lease agreements

Counties must pay all transaction and closing costs, plus consideration to the state covering the original purchase price, partition costs, title litigation expenses, and state transaction costs

Funds received by the state are deposited in the State Forestry Department Account, and conveyed lands become subject to Oregon Forest Practices Act provisions
