Requires newly adopted or amended administrative rules by state agencies to receive legislative approval before taking effect, fundamentally shifting rulemaking authority from executive agencies to the legislature

Establishes a review process where the Legislative Counsel evaluates whether rules fall within enabling legislation, are constitutional, and carry out legislative policy direction

Creates a Legislative Counsel Committee resolution process at the start of each legislative session to approve rules that have passed interim committee review

Allows temporary rules to remain effective for up to 180 days (or two consecutive 180-day periods) without legislative approval in cases of serious public interest prejudice

Takes effect only if voters approve a related constitutional amendment (LC 1900) in the November 2026 general election, with provisions becoming operative January 1, 2027
