TriMet must adopt an ordinance to exclude approximately 1,965 acres (1,652 acres + 313 acres) of territory in Washington and Clackamas Counties from its transit district boundaries

The excluded territory is located near Wilsonville, bounded by roads including SW Grahams Ferry Road, SW Basalt Creek Road, SW Boones Ferry Road, Interstate 5, and SW Stafford Road

The boundary modification ordinance cannot be referred to voters for approval, notwithstanding ORS 267.170 which normally allows elector referral

Persons located in the excluded areas must assess whether the boundary change creates new local government tax liability and begin paying any applicable taxes
