Water right permit holders may not change the point of diversion, point of appropriation, or place of use if the change would result in diminishment of streamflow, in addition to existing prohibitions on injury to other water rights

Applications for water appropriation or changes in place of use that propose using water outside the basin of origin must now include analysis of whether the proposed use would result in diminishment of streamflow

The Water Resources Department may not approve transfers of supplemental water rights or permits if the transfer would result in diminishment of streamflow

Temporary water transfers (up to five years) must not result in diminishment of streamflow, and the department may revoke approved temporary transfers if they cause streamflow diminishment

Amendments apply to applications filed and changes proposed on or after the effective date of the 2025 Act
