Requires the State Forester and forest protective associations to participate in fire management response planning with the U.S. Forest Service, including strategic risk planning, extended attack planning, and pre-fire season planning

Authorizes the State Forester to enter U.S. Forest Service lands to abate fires at state expense if coordinated planning does not adequately protect Oregon forestland, subject to federal law and resource availability

Allows the State Forester to pursue cost recovery against negligent parties who cause fires on federal lands that require state intervention

Prohibits state wildfire suppression activities on federal military lands withdrawn from public access without permission from appropriate military authority

Prohibits state wildfire suppression activities on Indian tribal lands without permission from the tribal government
