Requires at least 10% of dwelling units in newly constructed Group R-2 buildings (or at least one unit in buildings with more than 15 units) to meet Type A accessibility standards under ANSI standard A117.1

Prohibits the Housing and Community Services Department from funding new subsidized rental housing unless units include visitable features: stepless entrances with 32-inch clearance, accessible routes to common living spaces, reinforced bathroom walls for handrails, and reachable light switches and outlets

Mandates subsidized multifamily developments provide wheelchair-accessible features in common areas and at least 10% of units (or 2 units minimum for developments with 15+ units), plus communication features for blind or deaf individuals in 4% of units (or 1 unit minimum)

Exempts agriculture workforce housing located on farms and applies ground-floor-only requirements for multistory buildings without elevators

Takes effect 91 days after session adjournment, with substantive provisions becoming operative January 1, 2026
