Removes the requirement that all three licensed pilot members of the Oregon Board of Maritime Pilots be Oregon residents, now requiring only that at least one licensee member be a state resident

Removes the residency requirement entirely from the qualifications for licensee members, while maintaining the existing requirement that all three public members must be Oregon residents

Applies the new residency rules only to board members appointed or reappointed after the Act's effective date, allowing current members to serve until their terms expire

Amends ORS 776.105, which governs the nine-member board established within the Public Utility Commission of Oregon
