Oregon Business Development Department must create a continuing education course for land use planners covering economic principles of land development, benefits of property ownership, Oregon land use law, and economic impact of regulation

Instructors for the course must be involved in or represent the development industry

Local government, special district, and state agency employees who apply, interpret, adopt, or amend land use rules and plans must complete the course every two years and within one year of hiring

Employees of the Land Conservation and Development Commission and Land Use Board of Appeals are exempt from the requirement; elected officials may attend for free but are not required to complete it

Current employees subject to the requirement must complete their first course by January 1, 2028; the department must maintain completion records for six years
