Adds menacing conviction (ORS 163.190) against a public official to the list of offenses that prohibit a person from possessing firearms and ammunition under Oregon law

Defines "public official" to include elected or appointed officeholders, candidates who have filed nomination documents, assistant/deputy district attorneys, city/county prosecutors, assistant attorneys general, administrative law judges, and senior or pro tempore judges

Requires courts to inform persons convicted of menacing a public official of the firearm prohibition, order transfer of all firearms within 24 hours, and require filing of a declaration confirming transfer

Allows firearm transfers to law enforcement agencies, licensed gun dealers, or third parties who do not reside with the prohibited person, with proof of transfer and background check requirements

Declares an emergency, making the act effective immediately upon passage
