Arresting officers must immediately notify U.S. Immigration and Customs Enforcement (ICE) when a person is arrested for delivery or manufacture of a controlled substance, overriding Oregon's existing sanctuary-state statutes (ORS 181A.820 and 181A.822-181A.829)

Persons arrested for controlled substance delivery or manufacture are ineligible for pretrial release until ICE notification occurs and federal authorities confirm the person does not need to be detained for immigration violations

Constitutional exception preserved: release may still occur if required by Oregon or U.S. Constitution
