Land Conservation and Development Commission must adopt rules by January 1, 2028 for nonstructural, nature-based shoreline stabilization solutions in estuaries, coastal shorelands, and ocean shores

"Nonstructural, nature-based solutions" defined as dynamic natural materials that absorb wave energy (shellfish, trees, plants, logs, rocks, sand, clay, woody debris), excluding static structural methods like jetties, seawalls, riprap, and bulkheads

Nature-based solutions and ecologically focused land use practices must be prioritized over structural solutions for addressing erosion and flooding problems

Advisory committee required with coastal engineers, restoration professionals, environmental representatives, tribal representatives, landowners, wildlife professionals, and local government officials

$268,488 appropriated from the General Fund for the 2025-2027 biennium to develop the new rules
