Expands exemptions from Oregon's abbreviated school day program (ASDP) requirements by adding new categories of students who are not subject to ASDP laws under ORS 343.322-343.328

Exempts medically complex or medically fragile students who have meaningful access to the same hours of instruction as other students in their grade

Exempts students whose physical, mental, or behavioral health needs result in excused absences unrelated to being identified as having a disability

Exempts students with disruptive behavior or behavior that may cause physical harm when that behavior does not result in disability identification, as well as students receiving religious instruction and those voluntarily enrolled in virtual public charter schools meeting specified conditions

Declares an emergency and takes effect July 1, 2025
