Amends Oregon's expedited land division process for residential land within urban growth boundaries, removing the requirement to notify property owners within 100 feet and neighborhood planning organizations of pending applications

Extends the local government decision timeline from 63 days to 180 days for approving or denying expedited land division applications

Eliminates the requirement for local governments to hold hearings on expedited land division applications and allows them to disregard written comments from parties not entitled to formal notice

Limits appeal rights to applicants and persons who received official notice and submitted written comments, removing the ability of organizations to file appeals

Removes "open spaces, scenic and historic areas and natural resources" from the list of protected natural features that would disqualify land from expedited division eligibility
