Requires the Department of Human Services to pay parents to provide attendant care services for children with developmental disabilities who have very high behavioral health or medical needs

Parent providers may be paid for up to 40 hours per week of attendant care services, must be employed by an agency (not as independent contractors), and must receive overtime pay at the same rate as non-parent caregivers

Directs the department to pursue federal financial participation through CMS waivers or amendments no later than January 1, 2026; prohibits using General Fund moneys without federal Medicaid matching funds

Restricts payment for services during school hours unless the child is temporarily home due to illness or surgery recommended by a health care provider

Declares an emergency, making the act effective immediately upon passage
