Requires food products containing gluten or ingredients from gluten-containing grains (wheat, rye, barley, oat) at 20 parts per million or more to bear labels stating the product contains gluten and may cause adverse health effects

Prohibits "gluten free" labeling unless the product contains no gluten, has less than 20 parts per million of gluten, or all ingredients have been processed to remove gluten below that threshold

Authorizes the Oregon Department of Agriculture to impose civil penalties up to $10,000 per violation for non-compliance with labeling requirements

Declares celiac disease a potentially life-threatening autoimmune and digestive disease, with symptoms ranging from gastrointestinal distress to intestinal cancers and anaphylaxis
