Appropriates $41.2 million from the General Fund to the State Department of Agriculture for the 2025-2027 biennium, allocated across administrative services ($4.7M), food safety ($15.6M), natural resources ($14.9M), and market access ($6.0M)

Establishes $98.7 million in expenditure limits from fees, miscellaneous receipts, and certain federal contract funds for department operations

Allocates $9.9 million from lottery funds through the Parks and Natural Resources Fund for Oregon Plan activities implementing Article XV, section 4b of the Oregon Constitution

Sets $23.7 million in expenditure limits from additional federal funds for food safety ($2.5M), natural resources ($9.6M), and market access ($11.7M)

Declares an emergency, making the act effective July 1, 2025 to ensure immediate funding availability for the biennium
