Establishes maximum expenditure limits for a six-year period beginning July 1, 2025 for state agency capital construction projects funded by fees and other revenues (excluding lottery and federal funds)

Allocates $645 million for Housing and Community Services programs: $465 million for LIFT Affordable Rental Housing, $100 million for LIFT Homeownership, and $80 million for Permanent Supportive Housing

Provides $150 million for Labor and Industries Building renovation and seismic upgrade, plus $62.9 million for Department of Corrections projects including capital improvements and wireless communication systems

Authorizes $449.4 million for Higher Education Coordinating Commission bond expenditures benefiting public universities, and $20 million for community college projects

Extends expiration dates for numerous previously authorized capital projects (from Oregon Laws 2017, 2019, and 2020) to dates ranging from December 31, 2025 to June 30, 2027
