Appropriates $143.5 million from the General Fund for Department of Education operations and $17.3 million for the Oregon School for the Deaf for the 2025-2027 biennium

Allocates $250.2 million for early intervention and early childhood special education, $136.5 million for K-12 grant-in-aid programs, and $18.6 million for youth development programs

Deposits $138.9 million into the High School Graduation and College and Career Readiness Fund and allocates $78.6 million for debt service on general obligation bonds

Establishes $1.1 billion expenditure limit from the Student Investment Account and $427.7 million transfer from the Early Learning Account to the Department of Early Learning and Care

Declares an emergency with an effective date of July 1, 2025 to ensure continuity of education funding for the biennium
