Appropriates $9,850,229,757 from the General Fund to the State School Fund for the 2025-2027 biennium

Establishes expenditure limits from other revenue sources for the State School Fund: $625,259,443 from lottery moneys, $44,328,098 from miscellaneous fees and revenues, and $839,625,392 from the Fund for Student Success

Authorizes transfers from the State School Fund: $30,807,937 to the Educator Advancement Fund, $44,827,044 to the Special Education Account, and $4,000,000 to the Local Option Equalization Grants Account

Permits up to $968,000 for a digital learning contract and up to $1,600,000 for Oregon Digital Learning purposes from the State School Fund

Declares an emergency, with the act taking effect July 1, 2025
