Appropriates $15,851,279 from the General Fund to the State Department of Energy for the 2025-2027 biennium, including $10,441,447 for energy planning and innovation, $4,250,388 for energy development services, $179,870 for nuclear safety and emergency response, and $979,574 for administrative services

Sets a $105,948,313 expenditure limit for the biennium from fees, miscellaneous receipts, and other non-lottery, non-federal revenues collected by the department

Establishes a $79,074,786 expenditure limit for federal funds received by the State Department of Energy during the biennium

Exempts expenditures for small scale local energy project loans and debt service from expenditure limitations

Declares an emergency, making the act effective July 1, 2025
