Appropriates $85,307,531 from the General Fund to the Department of Environmental Quality for the 2025-2027 biennium, including $47.3 million for water quality, $26.6 million for air quality, $6.2 million for debt service, $2.9 million for land quality, and $2.3 million for agency management

Establishes $346,894,304 in expenditure limits from fees, miscellaneous receipts, bond proceeds, and specified federal funds, with the largest allocations to air quality ($128.1 million) and land quality ($124 million)

Authorizes $7,038,076 from lottery moneys allocated through the Parks and Natural Resources Fund for activities implementing Article XV, section 4b of the Oregon Constitution

Sets $164,535,060 in expenditure limits for additional federal funds, primarily for air quality programs ($135.6 million)

Declares an emergency, making the act effective July 1, 2025, and exempts debt service and loan expenditures related to the Water Pollution Control Revolving Fund and Pollution Control Fund from spending limits
