Establishes maximum expenditure limits for the 2025-2027 biennium for six state licensing boards: State Mortuary and Cemetery Board ($3,555,245), Oregon Board of Naturopathic Medicine ($1,176,829), Occupational Therapy Licensing Board ($797,539), Board of Medical Imaging ($1,828,620), State Board of Examiners for Speech-Language Pathology and Audiology ($1,332,798), and Oregon State Veterinary Medical Examining Board ($1,940,027)

Increases the current biennium (ending June 30, 2025) expenditure limit for the Oregon State Veterinary Medical Examining Board by $31,500 specifically for legal expenses

Expenditure limits apply to fees, moneys, and miscellaneous receipts collected by each board, excluding lottery funds and federal funds

Declares an emergency, making the act effective immediately upon passage
