Appropriates $7.44 billion from the General Fund to the Department of Human Services for the 2025-2027 biennium, with the largest allocations to intellectual/developmental disabilities programs ($2.49 billion) and aging and people with disabilities programs ($2.42 billion)

Establishes $1.3 billion in expenditure limits from fees, miscellaneous receipts, Medicare receipts, and certain federal funds including the Child Care and Development Fund

Authorizes $10.85 billion in federal fund expenditure limits, with aging/disabilities programs receiving $4.17 billion and intellectual/developmental disabilities programs receiving $4.38 billion

Places no limit on expenditures for federal supplemental nutrition assistance (SNAP) payments during the biennium

Declares an emergency, making the act effective July 1, 2025 to ensure continuous funding for human services programs
