Establishes expenditure limits of $2,720,817 for planning and $10,171,127 for grant programs from fees, miscellaneous receipts, and other non-lottery, non-federal revenues

Sets a $9,641,022 maximum expenditure limit for federal funds received by the department

Declares an emergency, making the act effective July 1, 2025 to ensure continuous agency funding at the start of the new biennium
