State agencies without a 2025-2027 adopted budget by July 1, 2025 may incur obligations up to one-eighth of their 2023-2025 biennium expenditure level, with the Oregon Department of Administrative Services authorized to reduce this amount based on pending legislation.

All debt service payments, certificates of participation, and financing agreement payments are authorized beginning July 1, 2025.

If no budget is adopted or if the Governor vetoes an agency's budget, expenditures are charged to the Department of Administrative Services, which receives appropriation of remaining funds in that agency's accounts.

The Department of Administrative Services may seek reimbursement from the Emergency Board or Legislative Assembly for expenditures made under these contingency provisions.

The act takes effect July 1, 2025 under an emergency declaration and is automatically repealed on September 15, 2025.
