Department of Early Learning and Care required to establish a child care provider incentive program for providers, including micro centers, who commit to serving Oregon children

Eligible incentives include loan repayment subsidies, stipends, scholarships for early childhood professional development, and child care and housing assistance

Service agreements must be at least 12 months; providers may qualify for multiple incentives and for multiyear periods

Child Care Provider Incentive Fund established in the State Treasury to receive legislative appropriations and public/private gifts, grants, or contributions

Takes effect on the 91st day following adjournment of the 2025 regular legislative session
