Oregon Business Development Department must establish a grant program for nonprofit and community-based organizations that help minority-owned businesses obtain COBID (Certification Office for Business Inclusion and Diversity) certification to compete for public contracts

Grant eligibility criteria include demonstrated history of supporting minority-owned business development, provision of direct assistance such as mentoring and education, and effectiveness of the organization's certification assistance plan

Department must monitor and evaluate how grant recipients use funds and track the number of businesses that achieve minority-owned certification as a result

Report due to the Legislative Assembly by September 1, 2026, detailing all grant recipients, amounts awarded, businesses contacted, certifications achieved, and overall program impact on community economic resilience

Appropriates $4,000,000 from the General Fund for the biennium beginning July 1, 2025
