Creates a psychology provider incentive program within the Oregon Health Authority to provide housing stipends to doctoral psychology students who complete at least four cultural competency courses, and loan repayment subsidies to licensed psychologists who completed those courses as students

Establishes the Psychology Provider Incentive Fund in the State Treasury to receive legislative appropriations and public/private gifts and grants for the program

Requires the Department of Public Safety Standards and Training to guarantee full-time employment (6-12 consecutive months) to qualified licensed psychologists who completed the cultural competency coursework

Mandates public employers grant a five-point hiring preference to qualifying licensed psychologists applying for civil service positions, with violations constituting unlawful employment practices

Becomes operative January 1, 2026, with the act taking effect on the 91st day following adjournment of the 2025 legislative session
